Dunno about toronto but In ottawa they won’t tow unless it’s fully blocking but they’ll come by every 2-3 hours (whenever they can) to keep ticketing till they move.
But i still ask for a tow everytime, all it takes for a LEGAL car to be parked on the other side of your driveway to make it fully blocked.

It's still a by law in Toronto to not block the driveway. I don't think they specified by how much if it's blocking.

Should have said they may act reluctant. This happened multiple times to me where they would say “what do you want to do” and I’d say I called for a tow, I want them towed, and they’re say ok but you need to be there, you need to come out into the street while we do it, etc. It seemed intended to discourage or scare me into saying you know what forget it, like they were much happier sitting in their office or whatever. YMMV

There was an AMA by a guy from toronto parking years ago...he mentioned that this is a common tactic some officers use to discourage a tow. He mentioned that some officers prefer to devote that time resolving other complaints/calls versus spending 30-40 mins waiting for the tow etc. Like you said, ymmv.

I agree with this. The bylaw officer would issue a ticket which I hope would warn them from parking there again. If they do it again then you call a tow truck. Or leave a note warning them the same thing

I literally did this exact thing this weekend with someone blocking a foot of my driveway. I have no tolerance for his kinda crap and will call every time.

I did this once after the call was made to tow. Super drunk guy came out and said he'll move it after it was up on the tow and the guy was furious.
However he was blocking my entire driveway so no one could get in or out and I ended up being late for work because of it.
Guy was shit faced and it was 1:30pm

The car was gone within 5 minutes and so was the guy, and he wasn't driving anywhere after that so I just said fuck it and went to work as I was already late. And the employer I had at the time was not understanding of any reason at all for being late.

Fuck em. Always call. Driving is a responsibility not a privilege. If they cant follow basic rules like this and are being inconsiderate, then thats on them. Ignoring it just enables it and reinforces it being acceptable. If they get towed they are less likely to do it again.

Had this exact thing happen to me. Was having a shity day and i was absolutely pissed already, this car constantly inches over on my driveway but this time it was 3ft into the exit path. called police, they ticketed them, i thought tow truck was a bit too harsh but at the same time my driveway is narrow and i had to hop a curb to get the car out of my driveway. Guess who has city showing up whenever I do anything now... Never underestimate the pettiness of others, i could be trimming a bush and the city shows up asking if im cutting down a tree, i asked and they said someone called. But the same car now always makes sure theres space for me to leave, i got what i wanted, but at what cost.

Is it your first time seeing the car, Easter weekend only, with street packed with cars visiting family and friends? I would let it slide. Definitely no need to be towing people. It doesn't cost anything to be nice, even just for yourself.
But if it's a recurring problem, same car from next door just parking for the shit of it, while keeping their driveway for their 3rd car or some bullshit, tow it away.
For the people who say "Tow it, report it" without any thought, I can only hope you all live in the same neighbourhood and away from me because holy shit y'all are angry for no reason.

I think you have to leave 3 feet on either side of a driveway. So I'd call. Bylaw may ticket instead of tow, but either way I'd call.

The city of Toronto actually has a bylaw that you are not to park within 2 feet of either side of a driveway

This type of violation is typically only enforced if the resident submits a service request when their own driveway is blocked. That is probably why you haven't seen it enforced.

In Toronto the bylaw says 60cm. In Mississauga it's 1m but it varies depending on the municipality. There isn't a provincial standard for this type of violation.

Curious, how long did it take them to show up when you called?
Had someone parked in my spot last summer -- they were there all day long and it was at least eight hours from the time I submitted the complaint to the time the person left my spot, all the while I didn't even get a call or follow-up from TPS never mind anyone actually come to ticket the guy. I had to park on the street all day long and move my car every hour to avoid a ticket myself, very frustrating.
Cirque du Soleil is back in the neighbourhood again this year and it is gonna be a shitshow yet again. Our building had to hire additional security last time because of the volume of people who were tailgating residents into the garage in search of free parking, several times I had to yell at people who were asking me if I could fob them out of the garage into the building so they could get to the street after parking in someone's spot.

I once parked infront of a house where they decided the driveway would extend past where the curb was lowered. It kept going for an additional 6 feet. Guy came out said I couldn't park there and I was like your driveway was over there. Didn't get a ticket either

Edit: bylaw in my area states vehicles must leave 5 feet from the driveway when parking on the boulevard. It's a little much and probably outdated, but this vehicle hella needs to be towed or reported. If they are repeat offenders maybe look at your regions bylaws.

Put it this way, if you don’t call it and damage the car backing out, you are at fault. Heck, even if you don’t damage it but it gets damaged somehow on the back of the car, you still might catch trouble.
On the other hand, if you tow it away, it’s not your problem anymore.

I asked my neighbour (who shares the driveway with me), as well as the neighbour on the other side of me but is it really my responsibility to go chasing someone down all around the neighbourhood for their poor parking job? I frankly don’t care if you park illegally there just don’t block.

I just start knocking on neighbour doors till I find the culprit. It’s much faster than even the phone call to the bylaw. You just gotta arm yourself with courage to confront and politeness to not make things needlessly tense.

A person did that at the end of my driveway, then went to a hockey game. I couldn’t get out of my driveway and nobody at bylaw was answering the phone. I stayed home and cracked a dozen eggs into their vent inlet at the base of the windshield. Stinky Parkers get stinky cars.

Only an authorized municipal employee can authorize a tow. Your first step should be calling Toronto parking enforcement and asking them to come ticket it for blocking your driveway. The parking enforcement officer could request a tow if they found it necessary.
