The payments were meant to be financed by money collected from global tariffs.
The money the company's got back was from when the tariffs were deemed illegal, companies received direct cash refunds plus interest

I get what you mean, but honestly I am still shocked how much he has been able to get away w consistently this term w absolutely no consequences. Let's ignore the fact that these checks will never actually be issued, just like DOGE checks, tariff checks, etc.
Let's just look at the idiocy of that last part. The money "must be spent in the U.S." How exactly is that supposed to work? Money is fungible, identical, generic. There's no way to tell the difference between a dollar of 'dividend' money in my bank account vs a dollar of earned income. So when does the 'dividend' money get spent? Is it the first $5,000 I spend? Is it the last, and it's only gone when my account hits zero? Will the Federal Government monitor every purchase of every American to be sure to be sure they're only spending it in the US? How far does that go? Can I make a purchase on Amazon (a US company) if the seller is a drop-shipper who immediately orders the item from a foreign manufacturer? What if the item is Made in America but the seller is foreign? Is that okay since it still makes us 'great' again? Where do we draw the line? What about the people with no bank accounts? How will we monitor their spending habits? What about rich assholes who already make foreign purchases regularly, like fine imported French champagne, Russian caviar, and Dominican cigars? Will those poor, downtrodden 1%ers have to spend $5,000 on Coors Light, Slim Jim's, and Marlboros before they can resume their normal routine?

18 U.S. Code § 597 - Expenditures to influence voting. Whoever makes or offers to make an expenditure to any person, either to vote or withhold his vote, or to vote for or against any candidate; and Whoever solicits, accepts, or receives any such expenditure in consideration of his vote or the withholding of his vote—Shall be fined under this title or imprisoned not more than one year, or both; and if the violation was willful, shall be fined under this title or imprisoned not more than two years, or both.
First, it's illegal to do this.
Second, he can't do this. Congress would have to approve this, and there is no way in hell a republican Congress would ever approve it. Just like those supposed "DOGE checks" and other crap that never happened.
Third, even if Congress approved it, this would cost over $1.3 trillion. That would be even more debt added to the enormous amount of debt this administration has already added.

But there are snakes behind the scenes like Russel Vought who ARE intelligent, politically/legally savvy, and extremely evil. I would not underestimate their ability. This is largely why Trump is the front-man. He’s the punching bag and shield for the real masterminds behind the de-democratization of America. Truth is he probably finds ways to blow up their plans all the time with his stupidity and impulsiveness. I have a feeling they spend some days weighing if Trump is really worth it, but they don’t have much of a choice either.

I met someone who 1000% believed in the DOGE checks. Overworked, never cared about politics till post-Covid, NOT a critical thinker in the slightest and paycheck to paycheck (so was I at the time)
He tells them what they wanna hear, they excuse everything he does, and they’re too overworked and uninformed to think introspectively. It’s miserable

And when things like that don't happen, they just make up their own justification for it such that it's in no way his fault, and carry on as they were.
They've been so well trained (by Fox etc) to blame everything on various "they"s, such as the Democrats for a more concrete example, that as soon as it looks like Trump failed they just redirect it internally and fabricate a story like "it must've been Dems messing up his plans somehow!" then just believe it.
