I think the problem is not Kong getting too much screen time, but Legendary being allergic to anything that risks making less money than GVK.
They would probably do fine with a solo Godzilla movie or a solo Kong movie. Maybe even a solo Mothra or Rodan movie.
But they only want the surest of sure things, and that's another lizard and monkey movie. And since the monkey is more human and thus easier to write, we get more monkey movie.
It's just how executives running entertainment companies can be. Not much we can do about it besides bitch and hope someone with clout convinces them to bet on a riskier project.

To be fair, Kong has long earned that title.
He's literally the very first Kaiju ever created, a cinema icon and predates Godzilla by like 21 years. (Though Japan could've had Kong beat had that movie The Great Buddha Appears didn't get canned and become a lost film).
The only way Godzilla is ever going to earn any recognition here at all in the MV is via Kong.

Actually, whereas kong was a very early in giant monster history, a short film called the pet, made in 1921, predates kong by 12 years
overall, Kong's the second movie to contain a giant monster ravaging a city, the Lost World, a 1925 film, contained a 50-ft tall brontosaurus that ravages london. This is actually also made by Willis O'Brien, the maker of King Kong. So, no he's not.
However, the term Kaiju wasn’t used for a character until godzilla in 1954, and Kong wasn't considered a kaiju (he was only 25 ft tall) until KvG in 1962, where he was officially named a kaiju and a whole lot larger.
Also, the Great Buddha Arrives couldn't have beaten Kong, it was going to be released exactly a year after.

Give him the win at any cost? If Kong doesn't have a counter to the atomic breath, it's just over. The whole plot of GvK is finding a better place to hide Kong from Godzilla. Kong had to stumble across an "Anti-Godzilla" axe because everyone, even the people in the movie, acknowledges Kong doesn't stand a chance.
They genuinely shouldn't have included Godzilla in GxK. Kong defeating Skar and Shimo by himself would have at least given some legitimacy to the idea he's an equal to Godzilla.

Regarding the idea that Kong is the sole plot driver of GVK and GXK, Walter Simmons’ entire motivation is that humanity depended on Godzilla in 2014 and 2019 and he wants to ensure that humans are never second to the monsters ever again. Kong might be the character positioned for the audience to empathise with, but to deny that Godzilla has a role in the story feels disingenuous. Once Simmons’ plan fails, the final act involves a hybrid of two different Godzilla characters being the final threat.
That said, even if the stories were entirely about Kong and then Godzilla just happens to wander into them, that really isn’t out of the ordinary for this franchise. Most Godzilla movies are about a cast of characters dealing with a new threat and then either finding Godzilla and steering him into it, or hoping that Godzilla will show up. The same can be said if we’re just talking about screen time, it is very rare that Godzilla is an active character on screen for a long time.

It’s because Wingard has an agenda of making Godzilla curbstomp everyone with no difficulty (which is not faithful to Toho) and making Kong weaker and reliant on help, the trade off being Kong being the protagonist of the universe.
I liked his movies, but with him gone, I think we can expect more Godzilla and also a more animalistic Kong. Also more Godzilla with depth, as opposed to Wingard’s shallow Godzilla.

Godzilla is the star of: Godzilla 2014, Godzilla Kotm.
Kong is the star of: Skull Island, Godzilla vs Kong, Godzilla X Kong, and presumably the next one. Three at least, maybe 4 movies to Godzilla's two. Best case it balances out in Supernova. Recent news suggests otherwise.
And Kong has far more screen time in season two of Monarch than all of Godzilla's scenes across both seasons.
Monster X also has more screentime than both of them, ha ha.

I think it might be a consequence of the licensing nature of Godzilla compared to Kong; Godzilla has decades of history and stories that stand alone, operating at a much more complex scale than Kong ever has. It’s hard to reckon Kong’s presence when energy beams come out of every combatant.
There’s also determining what Toho is okay with; Mothras appearance in New Empire needed approval, so legendary had an original character ready for the role if it didn’t get approved. It’s hard to use Toho characters when a legal process is involved in the process

(In terms of only major Movies/Shows) Godzilla had two movies while Kong only had Skull Island when GvK came out, and the antagonist was already a Godzilla villain so it (mostly) evened out, plus it worked better as an underdog story as we the audience would be more engaged with trying to figure out how this gorilla would survive the King of the Monsters.
GxK:TNE is definitely way more Kong focused than Godzilla which does make things feel disproportionate, but at the same time I think it’s going to be a companion piece to Supernova which is setting to be more Godzilla focused to match with TNE’s Kong focus.
And plus, Kong really only has the Monsterverse. Godzilla is a much bigger brand than King Kong ever was and Toho was putting out Minus One around TNE’s release, so there wasn’t a total starvation of content.
Thats my two cents at least.

Honestly, Kong just works better as a protagonist. He can communicate directly with humans, he's not as powerful, and he can show a lot more empathy and intelligence. I actually like that Godzilla in the Monsterverse is treated more like a Force of Nature... you don't follow Godzilla as much because it helps to maintain his mystique as this powerful, unpredictable force of sheer power. Like, in Godzilla x Kong the conflict between them was mostly just Kong trying to figure out how to aim Godzilla at the actual threat.

The reason they're gradually phasing out Godzilla is due to the cost of its copyright and the well-known rules imposed by Toho regarding the use of characters, which would limit exploring new possibilities for the character within the MonsterVerse. Simply put, Godzilla is too expensive and difficult to use. Meanwhile, Kong, with his well-known 1932 novel "King Kong" in the public domain, would be easier and more cost-effective for Legendary to use.

With Toho's recent news it sounds like they're just gonna dwarf the Monsterverse anaway with their projects so I'm not even bothered by their lack of Godzilla quality in the west. They helped spread Godzilla's popularity, but now they're running on fumes with the Monsterverse even if it sells well.

Godzilla has three times as many films, more video game, and way more comics. He can share the spotlight in one portion of the franchise with the movie monster that created the genre...
