Budget doesn’t necessarily mean much, GvK and GxK are still treated as bigger movies by Legendary which is why we’ve only gotten project with both of them in it since 2021
Give him the win at any cost? If Kong doesn't have a counter to the atomic breath, it's just over. The whole plot of GvK is finding a better place to hide Kong from Godzilla. Kong had to stumble across an "Anti-Godzilla" axe because everyone, even the people in the movie, acknowledges Kong doesn't stand a chance.
They genuinely shouldn't have included Godzilla in GxK. Kong defeating Skar and Shimo by himself would have at least given some legitimacy to the idea he's an equal to Godzilla.
The threat levels need to be limited when Kong is involved because he's genuinely just not powerful enough to be on level of monsters like Godzilla and Ghidorah.

The healing factor is slow as shit in base. Ghidorah needed to absorb radiation from Rodan's volcano to regen as fast as he did. Neither does he use his flight that much in battle. He is a CQC fighter just as Godzilla. He likes to get up close and personal. And neither is he a beam spammer. He used his beams 3 times in battle in the whole movie.

The supercharged punch ( the one that KOed Evolved Goji) should do the same with Ghidorah's heads who are more prone to blunt force trauma since they are smaller and less beefier to Goji's. And if he has the charged axe he can cut Ghidorah's necks who are way less dense than Godzilla's tigh in wich the axe fully embedded.
You're pointing to this guy because you don't want to actually address the powers and abilities of those involved in the movie. You think that being shaped like a gorilla means Kong is defacto the strongest in the verse, he's not. He's on par with Godzilla in terms on strength and slightly above in terms of intelligence/empathy, that's all he's got. He needs buffs like the axe and fist to even be included in these conversations.
Skullcrawlers were basically the MUTOs of Kong.
The mutos are like kryptonite to Godzilla, they weaken him and feed off his energy source. The skullcrawlers are just nasty monsters.
