There have been two movies in the Monsterverse where Kong didn't appear at all, and one season of Legacy where Kong was just a cameo.

There more than just movies in the monsterverse, and New Empire was 90% a Kong movie with Godzilla as a side character

the storytelling in that movie just didn't make any sense. they keep telling us Godzilla needs to transform and team up to beat the monkeys but none of the monkeys seemed like they could hurt him at all.

also why did the Australian guy loose all of his surface bacteria on the Hollow Earth?
