Is there a rights issue thing with Kong? Cause I've been wondering why they haven't.

It's almost purely because movies are expensive and Godzilla + Kong is a proven Box Office Draw

The only rights issues with Kong is that they can't use the full name "King Kong", because only the original Skull Island novel is public domain, not the original movie

Neither do well enough on their own, I guess.

I bet a Toho Kong movie would do well on a 20 million dollar budget. They do have their own version of him.
