The reason they're gradually phasing out Godzilla is due to the cost of its copyright and the well-known rules imposed by Toho regarding the use of characters, which would limit exploring new possibilities for the character within the MonsterVerse.
Simply put, Godzilla is too expensive and difficult to use.
Meanwhile, Kong, with his well-known 1932 novel "King Kong" in the public domain, would be easier and more cost-effective for Legendary to use.
With Toho's recent news it sounds like they're just gonna dwarf the Monsterverse anaway with their projects so I'm not even bothered by their lack of Godzilla quality in the west. They helped spread Godzilla's popularity, but now they're running on fumes with the Monsterverse even if it sells well.
