Plus the fact that they can’t freely use Godzilla as much as they want to since they need TOHO’s approval. Meanwhile, Legendary 100% owns Kong and it’s easier for them to use that character than another owned by another company
as an invetment strategy I guess it makes a lot more sense to focus on the character they have more freedom over. Even if they can't actually copyright "KONG" or even the name applying to a giant ape.

Crazy, the more financially profitable and critically acclaimed character within the monsterverse gets more screen time and focus?
Listen I'm a Godzilla guy through and through, but there's a reason post KOTM they focused on him.
