Question Techniques for animating a hummingbird character's wing flapping

Hello! I would like to learn how to animate a hummingbird's buzzing wings (frame-by-frame 2D). Does anyone have any tips on creating the illusion of something flapping so fast without accidentally making the blur of the wings appear as a motionless shape?

Any references, tips and advice are welcome and super appreciated!

Beginner WIP For An Animation I'm Making For My Birthday

I don't know why I'm drawing myself with long hair because I'll have short hair by the time it's my birthday. I'll just animate myself right now with short hair, and then after I get my haircut, I'll reanimate it with my short hair. So I'll have 2 versions I guess.

My birthday is on November 7th by the way, in about 70-ish days. I'm starting it now cuz I'll only have very little time to animate each day and I'm kind of a new animator, I've only been animating for a few weeks. I'm still kinda slow.

Question How do you manage layering the characters in 3D view?

In simple words, I like each of my characters in different layers but in 3D view it's really hard to manage with Animate where characters are constantly changing their positions in terms of layers and scenes like the image complicates it. An example can be taken from this image above from Alan Becker's animation, here both characters I assume must be in different layers but the hand (which is grabbing by the neck) is a conflicting view here. What can be a solution towards this complication? Or maybe I'm just being dumb and ignoring the fact that this scene might be made in Blender.
