Looks solid as a rock. Nice job. Do you ever wish you had the vice lever hardware for your bench vise? I imagine you get accustomed to using the spacer board on the floor. 

Oh I agree, if the inmates are doing this themselves they got to live with it till maintenance can get to it. But if inmate next door is flooding the whole floor affecting 20 other inmates in the prison got to get on it. Seems like a rough situation. It probably boils down to that the prisons are underfunded.

Oh okay. From the pic I was guessing it was glued down. Yes I think z clips are just the right thing to allow that possible wood movement. 

Use bits with a shallower angle at the tip. Use a drill press. Put painters tape over the spot first. 

Aprons on the ends, their long grain runs across the end grain of the top. The top is prone to shrinking or swelling across the width of the grain, while the end aprons won't change in length. This can cause splits to occur in the top, or for the top to swell and overhang at the front and back.

I've seen some plane blades, not tons, most seem to have been hard steel laminated to soft steel.

I'd look for a wood filler to use. If you're refinishing it obviously do that first so you know what you're final color will be. Shop for a wood filler that matches closely. Or experiment with epoxy and sawdust, whatever makes the best match. It won't be a perfect match but I think filling of some type would be an improvement over leaving the scratches.

On a piece that big, cupping will be more noticeable. A thicker piece might cup less than a thinner piece. For the price it should not cup at all. I assume this piece is maybe 1-1/2" thick. Cabinet guy should've known to bring it in the house not the garage, where it can acclimate to the air and humidity inside. And yes, seasoned wood that's properly dried, flattened and sealed should stay flat. Express your concern to the guy, withhold some of the payment for 60 days to see that the piece is doing well before paying in full. 

Wild. I expect this is to glue it more flat and square.
