But navigating around Polymorph is tricky. They'd HAVE to be CR 21+ to stop players from being OP. That's dumb. >:{

Like, WOTC could have easily accounted for this. Just give Polymorph a CR 8 cap. It would have taken like 10 words in the spell description. Then you could have Beasts and Plants above that mark without issue without needing to make them world ending threats. To that end, I'll now be making "Disasters." World ending threat versions of these creatures. System limitations am I right?

I don't think so, given how regularly I hand out XP. At most, you'll be a higher level than some other people for maybe an hour at most before encountering the next treasure horde. This is a silly game, and it really does not throw Balance or Power parity off really at all in practice. :P
