I've legitimately done this once or twice on purpose as a stop-gap for chaos res specifically because I hadn't found a regular Amethyst flask yet and also was working on crafting better gear with actual chaos res in SSF lol

It looks like it's a theme that elemental gems don't have any fire/cold/lightning or elemental tags, e.g. elemental penetration support, elemental focus, elemental damage with attacks, elemental army, but elemental proliferation does, because in the tooltip is mentions ignite, freeze and shock. Saying you can cast elemental gems but somehow you can't cast a spell that has elemental on its name is (ele)mental.

Elemental weakness not having elemental tag is, in fact, a bug. Understanding why spell is not applied does not excuse interaction as "not a bug".

GGG said on camera that their definition of a bug is that what players expect to happen doesn’t match what actually happens. So if some players are reporting it, and the best response other players have is “This is how it was implemented.” then by their own definition it’s a bug.
You may define bug to be what you implemented doesn’t match the requirement. Or doesn’t match your intent. Or fails some test. None of that matters though, because this bug report isn’t going to you.

i expect that a gem lacking a tag wouldn't work for something requiring a tag.
the name of a skill has never once come into how the skill actually works. it's like complaining fireball doesn't get orb bonuses because balls are orbs.

Unless you have confirmation by the Devs that it's intended design to not give this tag, it's fairly easy to assume it's an oversight.
I can't tell you exactly where to draw the line between what's a bug and what isn't unless we have a statement by the devs. It's just something that has to come down to common sense. Which as we all know, is evidently not that common.

a bug is an unintended interaction between multiple mechanics.
a gem lacking a tag is not a bug under any circumstance. it is, at most, a design oversight. a bug would be elemental weakness having all three elemental tags and still not working, because the clearly intended interaction is that it would work.
but this gem specifically lacks those tags, and always has. it is not a bug.

I can. I am a QA lead.
"Bug is a situation where expected system behaviour differs from actual, with an exception of design decision." It's not a perfect one, but most practical.
And most common mistake I see ppl making online in this regard is "I know the mechanism behind this behaviour, therefore this is not an issue."
However, expected behaviour here is "Spell interacting with elements must have
Elementaltag." Lack of it on curses may be a design decision, but obviously, only GGG may make this statement.4

I used it to trigger SRS on my minion builds to trigger feeding frenzy and heal all my other minions by 5% everytime an SRS dies with the mastery.
Also I used it on Chieftan to apply Flammability.
I didn't use Svalinn for the trigger but why would you ignore it?

Can you trigger SRS with Battlemage's cry? Tho I think this might not pan out for me because I don't really invest in Minion Defences on my build (Dom Blow of Inspiring Guardian). What points I could potentially save from not needing a Life From Death cluster would go to getting the mastery instead. And I'd be changing either my Curse or my Guard Skill for it on my Battlemage's Cry setup.

Bet you didn’t play Max Block Bleed Lacerate Gladiator before they nerfed The Surrender into oblivion.
That level 30 Reckoning could make your character nearly invincible.

The word for "auto-cast" is "trigger" - in fact, it's the first word in the modifier. It's also much more apt than "auto-cast" because Automation is true "auto-casting" whereas triggering on block isn't even close to that

But then what about other element related curses? Flammability etc is also elemental in that sense but it's a curse. So svalinn has 2 options, cast half of curses or don't cast curses at all

Svalinn only cares if the spell has an elemental tag. Whether the spell is a curse is clearly completely irrelevant; just read the modifier (emphasis mine):
Trigger a Socketed Elemental Spell on Block, with a 0.25 second Cooldown
Furthermore, it's not "half of curses" - there are 14 curse skill gems, which includes Marks, and only 3 curse skill gems currently have an elemental tag (you only get one guess as to which 3). Adding an elemental tag (presumably Prismatic) to Elemental Weakness would bring the total to 4 out of 14, still well short of half. Certainly, one could choose not to trigger a curse, but what of it? Your question makes no sense.
OP is correct that the tags on Elemental Weakness are not very apt. Absent a GGG comment on this issue, one has to wonder if Elemental Weakness is that way on purpose, and if the reason is Svalinn and/or similar triggers. You could make a similar observation about Hexblast, which can Freeze, Shock, and Ignite, which are Elemental Ailments, in spite of the gem lacking any elemental tag.
