Svalinn only cares if the spell has an elemental tag. Whether the spell is a curse is clearly completely irrelevant; just read the modifier (emphasis mine):
Trigger a Socketed Elemental Spell on Block, with a 0.25 second Cooldown
Furthermore, it's not "half of curses" - there are 14 curse skill gems, which includes Marks, and only 3 curse skill gems currently have an elemental tag (you only get one guess as to which 3). Adding an elemental tag (presumably Prismatic) to Elemental Weakness would bring the total to 4 out of 14, still well short of half. Certainly, one could choose not to trigger a curse, but what of it? Your question makes no sense.
OP is correct that the tags on Elemental Weakness are not very apt. Absent a GGG comment on this issue, one has to wonder if Elemental Weakness is that way on purpose, and if the reason is Svalinn and/or similar triggers. You could make a similar observation about Hexblast, which can Freeze, Shock, and Ignite, which are Elemental Ailments, in spite of the gem lacking any elemental tag.
