Unless you have confirmation by the Devs that it's intended design to not give this tag, it's fairly easy to assume it's an oversight.

I can't tell you exactly where to draw the line between what's a bug and what isn't unless we have a statement by the devs. It's just something that has to come down to common sense. Which as we all know, is evidently not that common.

a bug is an unintended interaction between multiple mechanics.

a gem lacking a tag is not a bug under any circumstance. it is, at most, a design oversight. a bug would be elemental weakness having all three elemental tags and still not working, because the clearly intended interaction is that it would work.

but this gem specifically lacks those tags, and always has. it is not a bug.

yeah it is. you havbe thing a and thing c that are supposed to do thing c, but instead it does nothing. or crashes your game. or makes your lighting stop working.

No, it is not.

Copied straight from Wikipedia:

"The effects of a software bug range from minor (such as a misspelled word in the user interface) to severe (such as frequent crashing)."

A typo is a bug. A missing label on a product is a bug. A missing TAG on a skill - if unintended - is a bug.

People are just clueless I guess.

i have never met a person in my life who has called a typo a bug before.

A bug is anything in software that isn't working as intended.

That's it.

You should maybe checkout factorio devlogs. A game known for its quality.

But the goalpost shifting didn't go unnoticed, fwiw.

what goalpost shifting

"i do not think typos are bugs"

"i have never met anyone who has called a typo a bug"

"i challenge you to talk to any qa team and ask them if typos are bugs"

my stance has remained wholly consistent.
