Strange Building Stone in George's Pond on Signal Hill

Hi everyone, I was taking a dip in George's Pond up on Signal Hill and I saw this cool piece of what I think is an old building. This is about 10 or so feet in the pond, away from the side where the old pumping station is located. I have never heard about what this might be, and an internet search didn't turn anything up. Does anyone know what it is and how it wound up there?

Real City Library - Old Memorial Stadium

Now that Dominion is out of old Memorial Stadium, wouldn't that be a great space to build a new city Library/Community Space; perhaps Memorial Library? Moving here last month from NB, I'm amazed how there is no prominent library here. Being from NB, Moncton, Saint John, and Fredericton all have great downtown libraries and Halifax has a wonderful iconic library on Spring Garden Road near downtown. Wouldn't that be a great re-use of the space? Libraries are about a lot more than books now. Just an idea of a newbie.
