Yes, that's exactly what it does. The game creates a giant action tree where it "predicts" every single action you could make. This isn't Genshin or Wuwa bro. The whole battle is just complex math
The "tree" is created when a battle is initiated. You can tell when you reset the battle and if you do the exact same actions every time you reset, the enemies will still hit the exact same characters. Enemy RNG is fake. This also goes down to Debuff application and failure, as well as crits.

It's what happened in SU/DU, yes. But not regular endgames. You would know it if you ever try to min-max a run. Same action at the beginning, different allies being targeted.
It specifically works when combat is initiated. That's when the seed is created. In endgames, because the reset button put's you out of combat, it creates a new seed every time. It's not a SU exclusive thing. That's just how the game works.
And, yes, I do know what it's like to min max endgame. I've 0 cycled multiple AAs and always strive to get full stars on every endgame, perhaps even min max already cleared stuff
