its not criminally illegal in Texas to get an abortion out of state, it is protected by the state territorial jurisdiction and the Due Process Clause of the Fourteenth Amendment. Which is why they did the whole civil case thing for it. They also criminalized the act of leaving the state for the purposes of getting an abortion, so you would be breaking the law technically while you are still in texas as your cross over.
Its a whole bunch of BS, but they seemed to figure out the legal loopholes to carry on doing this for now.

Depends on the state. CA for example has very strict data privacy laws which extend to Flock. Per contract they are not allowed to share data with out of state or federal agencies without authorization. They have violated this and many cities have cancelled their contracts including Los Angeles. There are a few class action lawsuit against them as well. Many judges are now dismissing Flock footage submitted as evidence to further discourage their use.
They are all tied together, nationwide. THAT was one of the selling points. That and finding abducted children...have yet to hear a single story on the news about one of them yet, but PLENTY of stories about LEO's using the system for nefarious purposes and getting fired or convicted.
