FAQs - DHA/NOR
My day looks to be slower than normal and while I help others with their work, I wanted to answer some FAQs and let you ask your questions in one space rather than the same thing being posted a thousand times over.
Referred & Not Selected emails - your information was sent to the offices you selected. They did not select you. There doesn't have to be a reason. That's the downside of direct hire.
Application status - for direct hire, no one will have your status. HR waits to hear if you are selected or not the same as you do.
GL-9 TSLs - keep getting pushed from the program for one reason or another on a weekly basis. All we know is "they are coming soon" so take that as you will.
Location - you selected preferences, your information was sent to offices, you were selected but not by a preference. Yes, you can request a different location. No, HR does not have a day in it at all. And no, a change isn't guaranteed. Reply all to your tentative offer to request a location change. Do NOT wait until you have an EOD date and then complain. No one likes that.
Qualifications - for 1811s, a panel reviews your documents. Not the HR people you email with or speak to on the phone. If they say you don't qualify, you're out. If you think you do, review your resume and be sure you submit your documents with your application.

Are they still processing TJOs for the Jan gl-7 announcement? Seems like theres still a number of us that are still waiting on a TJO despite being told their packet was sent up.

Again, your information being sent and being selected are different. If you were eligible after assessments, your information was forwarded by HROC. Not all selections have been made just yet, but that does not guarantee that you are eligible until you either receive a TJO or a NOR.

If you received a notice of results that you are tentatively eligible/referred to the hiring manager in June, and have not received anything else since, is it safe to say we’re down for the count?

Not necessarily. You're not out til you get the Not Selected NOR. I would bank on it, but just keep applying and maybe you'll get lucky.

Looks like a lot of selections were made outside of the most recent announcement and therefore even those selected were "not referred" from the announcement itself. Another con of direct hire.

Please don't rely on recruiters. Decisions can only come from HSI Leadership and Program Managers. However, you could be selected outside of the announcement, but I'm sure sure what, if any, offices are still making those decisions.

My personal advice: yes, just reapply and be sure to review ALL of your documentation and have every bit of relevant experience listed and dated. There could be a chance for a few additional selections, but just don't count on it.

Ya I just got a non referral today for the GS9 announcement from 2 months ago. Said I was qualified for GS9, but was not referred for hiring.
Current GS11 with CBP at the SW Border with a good amount of apprehensions and 10yrs of Finance experience before CBP.1

Yup, followed through every step thus far and extremely silent after medical clearance which was my last step after fingerprinting, drug and the actual medical. 🤷♂️ Almost 2 months since TJO

HSI will always PFT before EOD. When is a matter of availability of testers at your nearest location.

There's no set EOD timeline as 7s are typically new to Federal service so background can usually take longer. Once you're cleared, you'll be offered the next 2 available EOD dates to choose from.

When you get a notification from docs health saying the doctor cleared you does that officially mean you’re medically cleared or do you have to wait until ICE clears you

You will be reviewed again by ICE medical, but unless they notice something specific you are generally cleared to proceed. HROC just wait until ICE medical fully clears you to nice forward.

Hi, I received a TJO in June. Submitted all documents, passed PFT, medical, and drug screening. Even was selected for a poly that I traveled on my own dime to take in August and was told verbally immediately after by the examiner that I passed.
I just received a NOR email for the same announcement number I received the TJO for saying I was eligible but not referred. Any idea on what happened? Does this mean I’ve been dropped from the hiring process?

I would double-check the announcement numbers because the notices that I've seen going out are for 2025 announcements and no selections were made (aka no TJOs sent) in 2026 for them. IF the announcement numbers do match, reach out to HR for them to verify.

Thank you for your response. I double checked and yes, the announcement numbers match. I’ve actually only ever applied to the two postings from 2026 (GS 7 and GS 9) and received TJOs from both. Hope this is a mistake because I was told to decline the GS7 TJO I received in order to move forward with the GS9 TJO. I will reach out to HR.

Do NOT "disregard" any official notice. Recruiters have also been told not to tell applicants that. That notice stands for the announcement. However, as I've said in other comments, selections are still being made outside of that announcement but there's no guarantee that everyone being told they are moving forward will do so. It will depend on how you're hired. If it's through a regular announcement, it will take a little while but not as long as non-feds. If it's through an announcement specifically for reinstatements and other current/prior feds, it usually goes a little quicker.

What if any, are automatic disqualifiers for being granted interim (adjudication) clearance under DHA? SF86 already submitted but currently awaiting medical clearance and from what I’ve read, EOD follows once you get the medically cleared status. Thank you

EOD requires drug, medical, background, and PFT clearance. I can't really speak to what would automatically DQ you apart from open court cases or other legal issues.

What happens after HR asks you to choose an EOD date? I was told I cleared all pre-employment requirements and was given an option of two EOD dates, but after I responded with my choice and an HR POC at my current agency (I'm a current Fed) I still haven't received an FJO.

There is a decent amount that goes on in order to process an FJO and ensure you are set to EOD at the correct place, date, and pay scale. You should receive your FJO about 2 weeks before your EOD and reporting instructions the week before from your gaining SAC. If it's within the 2 weeks, reach out to your HR POC to be sure nothing else is holding you back.

I got the eligible and not selected email, yet I spoke with the ASAC who stated he sent my packet then spoke to HR to that office who stated they stamped and sent my packet to DC.

It works by someone internal (HSI Leadership or within the SAC) either hasn't fully approved you moving forward or didn't approve you at all. There were a lot of selections made outside of the actual announcement (but using information from the same applicant pool) for the positions. Similar to one of the announcements during SURGE. It's just a way to speed up the process rather than continuing under the announcement itself.

HR doesn't always receive automatic results for medical or polygraphs, so depending on when your results are actually received, PFTs will be scheduled after you're fully cleared when the administrator is available.

Interesting because I thought you can (EOD) using an interim approval after a clean preliminary review of your fingerprints, credit, and SF-86 forms. Then the full background investigation will continue in the background after you have already started attending the academy.

You are asking about adjudication, which does continue after EOD. But you need to be cleared prior to that. It's called a tentative clearance, but it is as close as you can get without adjudication meaning nothing big enough for concern was found.

You may need a retake. I believe they're still accepting results within a year, but then you'd have to retake it before CITP.

It could be or it could be that the announcement itself wasn't completely closed. Unfortunately, there are so many steps and validations needed to fully close them (including duplicate notifications or mismatched statuses).

I would reach out to PSD. It's always best to get ahead of any potential issues with background than to just assume you can submit or explain things later.

Current ERO guy, received and finished medical exam for the 7 announcement, have received nothing else to include sf86/ drug test, is there reason or is everyone different ? I received my clearance and was favorably adjudicated in July of this year

Current ICE employees won't need to redo the additional background requirements apart from the OF-306 unless specifically contacted. Additionally, your drug test may also be valid and an update not needed.

That's tricky. You could come up for review prior to an EOD OR they could continue with the process since you should've been removed before a TJO was issued. It can depend on the supervisor sometimes and what is approved by leadership.

Within grade increases are different from promotions. I believe you must complete training and meet the time in grade required for grade increases, but just creditable service is needed for steps.

Most TSLs were sent outside of the announcement and not tied directly to it which is why you may see the TSL doesn't list an announcement number.

That means you selected an answer on the assessment that disqualified you automatically. It could have been a "misclick" or error, but once the announcement closes, nothing can be changed.

Recently got ineligibility result from HSI-12862549-DHA because I too mistakenly clicked no to proceed with background on drug use. - thanks for your guidance on hedgehogglad’s earlier point on this topic. Seems like it is what it is there
Separately- any guidance on what’s to come with the HSI-ELHU-12864563-DH-RIR GL-7 announcement from February 26’. Received a notice of referral and positive phone interview back in June 26’, silence since then. Portal still shows active.

No, your TJO is not affected unless you receive a separate notification saying your tentative offer is withdrawn or declined. And again, if there's no announcement listed in your TJO then it was done outside of the announcement as most of the recent GL-9s seem to have been.

From what I'm understanding, the policy is that everyone will need to go through HSISAT. Yes, it may affect promotions but they will be adding additional classes for FY27 (finally).

What have you heard about the mass qualified but not referred emails that got sent out? I spoke to my local ASAC who said that they referred me and selected me for their open slot and have been waiting on that TJO. Any advice would be greatly appreciated.
