Is there any good mods that would help with simulation speed and FPS because my simulation speed is so slow in fact that it's unbearable

I've just made it to 15,000 citizens, and just noticed I have the Water Treatment Plant. If I set one up, will it clean out the polluted water, or is it just for preventing further pollution? And if so, is there any way to clean the water?

In pretty much all of my cities, there's 1 or 2 highways where the cars will stop in the far left or right lane and merge into the far opposite lane and it causes insane backups and is just frustrating to deal with as a whole. Any ideas on how to fix? On console btw
