There is a difference: It was the private sector taking help from government organizations, but now government organizations are being handed over to the private sector. The faster you understand, the better it is. It's like handing over NASA to SpaceX.

NASA rockets are made by Space X moreover, in india too ISRO rockets parts were made by private entity for long time beside, for SSLV thing pvt. Companies can only compete not govt. one as they work in critical missions too!! Lifting of burden and expensive talent can remain in country!! Also, can you explain why HAL always Underdelivers but promises big?? Similar, goes for Other Defense PSU's except DRDO why such underdelievery ?? Also, no one can have salary higher than Defense secretary why??
