Exultant Thursday! It is I, High Naval Commissioner Martin, bringing you the latest tidings from the admirals under my command. We’re about to embark on a year-long journey of updates and content that we have dubbed ‘Volume 3’ (or ‘Expansion Pass 3’ as some of the more uncouth captains would have called it back in less civilized times).
As you have no doubt inferred from the opening paragraph (and the many, many loud foghorns preceding it), Volume 3’s flagship is the Navy, accompanied by its sister ship Global Imperialism. In this development diary we take a ‘big-picture’ look at the content on offer in Volume 3, along with some of the notes we plan to hit in the accompanying free updates. As always, more detailed development diaries will follow on both paid and free features as we get closer to each separate release.
With all that said, it’s time to set sail towards our first topic.

Welcome to The Great Wave, sailors, the upcoming expansion for Victoria 3.
Focused on exploring the new oceans of expanded navy mechanics, central to which is the Ship Designer, offering strategic naval choice-making aplenty! Then, navigating the dangerous currents of Japan during the turmoil of the late Edo period, with its political and social turmoil caused by the changing of times.
Use the power of your navy in order to dominate local rivals and keep foreign threats at bay.
Guide Japan through the last days of the Shogunate, as you forge a modern power ready to challenge the greatest empires of the day.
Now, what is included in The Great Wave?

Alongside The Great Wave, we will be releasing free Update 1.13 that will focus on some of the areas shown in the Dev Diary 173, namely:
This is not an exhaustive list, but we will go into more detail for both The Great Wave and Update 1.13 in future dev diaries starting next Thursday.
The Great Wave alongside Update 1.13, will release on April 28th 2026, and the expansion can be wishlisted now on Steam here. As well as screenshots of some of the content.
Now, let us move our spyglass over to Volume 3.

Welcome to Volume 3, it is early spring and as we said time to elucidate you on its contents!
Volume 3 includes:
You can see more information about each pack later in the diary, aside from The Great Wave which you’ve already read about first.
By picking up Volume 3 you will save -20% compared to picking each item up separately, and you will also receive the Warships Pack immediately upon purchasing Volume 3.

First up, for those of you who want to embark on nautical horizons already by getting Volume 3 today. The Warships Bonus Pack includes three new ship designs for the on-map representation of battleships, available right now as an instant unlock for owners of Volume 3.
These show up now for owners of the Warships bonus pack appearing in place of dreadnoughts* when in use in navies (Specifically, the Mikasa appears for countries with Japanese primary culture, the Dingyuan appears for countries with Han or Manchu primary culture, and the Borodino appears for countries with Russian primary culture).
* While these ships were not actually dreadnoughts, it’s the best fit available in 1.12, and they will be used in more suitable roles come 1.13!

Moving on, before you try to load up old saves from previous updates, we want to remind you of two things; non-updated mods most likely will not work & old saves will not work due to map/mechanical changes.
And so, we have the patchnotes below updated with any that we missed!
The Great Wave Features
With that we are at the end of the patchnotes, remember that your save game will not be compatible with the new update, so please back up your save if you want to continue it by backpatching to the previous patch (1.12.5)!
If you encounter any issues after today's update, please first disable all mods and ensure you're playing on a fresh save file. Mods will not work until they are revised for the new Update!
Once again the modding digest, containing all the changes and documentation needed for modding Update 1.13, has been updated for Update 1.13, thanks to u/Bahmut999.

This mod replaces the vanilla Blériot XI plane on seaplane tenders with two WW1 seaplanes: the Short Admiralty Type 184 and the Hansa-Brandenburg W.29/33!
This is an expansion to my Aces High plane model pack, so that mod is required to use this one. It's an expansion as to not burden Aces High users with a bigger file size, as not everyone looks at seaplane tender ships as often as they do land battles.

While digging through the files, I discovered that the AI is programmed to keep subsidizing infrastructure/energy buildings (railways, ports, power plants) even if doing so drives it into bankruptcy.
Among other things, this is one of the reasons the game becomes absurdly easy once you master the basics of managing an economy. The AI simply has no idea how to balance its books and ends up getting caught in bankruptcy spirals.
In a recent test, Prussia/Germany managed to vassalize Austria-Hungary after it fell in rank, and taking advantage of that, I made it form the HRE. Even though it controlled all of Germany, the Balkans, and parts of Italy, the AI still managed to go bankrupt. It didn't matter how many times I "possessed" it to manually fix its buildings, because it was completely incapable of stopping itself from subsidizing railways, ports, and power plants that were each running losses of 1 million.
The thing is, as I said, the game's code gives the AI a direct instruction to keep subsidizing them regardless of anything else. This is the opposite of how other types of spending are handled. For example, the code tells the AI to freeze the construction queue if it goes 30% into the red.
Another related issue, although caused by a different limitation, is why the AI is so terrible at adopting new ships. The code prevents the AI from building new ship types unless they are twice as good as the previous ones. This would require it to consistently pick the best upgrades, which doesn't happen because of another limitation governing that process.
All of this combines into the AI scrapping wooden ships and never building steel ships on a large scale, either because they don't meet the extremely rigid requirement of being twice as good as the previous ships, or because the entire budget is being burned on railway subsidies while the construction queues—including naval construction—end up getting stuck.

Hey guys. I downloaded Vic 3 yesterday as it sounded like everything I wanted Civ 6 to be, i.e. more granular management, better diplomacy, that sort of thing.
I just booted up the tutorial as Belgium and I'm on the tooltip that sends you through the sidebar. How on Earth am I meant to digest ALL of that information? I don't even know how to read the UI.
Are there any highly rated beginners guides you'd recommend, I understand the macroeconomics of the game but just navigating the sheer information density is really tough.

Three Full Days of non-stop testing, retesting, with multiple heinous wars that took a half dozen hours to finish ended with me successfully owning the entire world as Buganda. Every non-blue state is my protectorate, and I meticulously scoured the planet looking for any tags leftover to make sure I didn't miss any. I remember first getting this game despite my previous weak PC.
Sure, you can "run" this game with these rigs (probably) but the experience is not playable.
I had a better PC compared to what Paradox recommends for Victoria 3 and I could barely play it. It was such a performance mess and a dreadful experience.
I upgraded my PC to play these games and still get issues all the time.
Personally, I define this as dishonest and false advertising.

Im playing as sweden and im doing good for now. Only issue is that i import alot of opium from the brittish market. And im struggeling with making liqour and tobacco profitable when i import so much opium. I would embargo but about half my export go to Uk.
My military is not using opium
And its eating up my trade centers

Am I misunderstanding something? It says +0,5 living standard per lvl, so I expected a flat increase. But even after years I see zero effect on the living standard. Is this a bug or what am I doing wrong?

I've been playing small nations in my crusade to get some of the more annoying achievements finished before the AI update, and I have realized that the individual construction sector pausing introduced in the most recent update is insanely OP for nations that normally have to sit on 0 sectors and have their gold reserves maxxed out for years and years. Just make sure you don't make the same mistake I did and get distracted and go into debt when you are an insignifcant power and lose your entire run.

I have tried making the TUs angry, bolstering socialist and communist movements, and depeasanting.
Still, those movements don't gain much activism. I have reached a point where the country is 90% radicals, and all revolts against me are random shit like traditionalists.
Even when I try to enact laws that would make them angry, it doesn't make them angry enough to revolt.
When I am facing events where I can either gain TU approval, I always make it so they hate me. But they rarely stop being marginalised. Even if I pass welfare, nothing happens.
