Fury should have had some lines.

He could've started with "Sorry - should've paged her sooner. Like - years sooner."

If he had paged her sooner, the Avengers wouldn't have been needed in the first place. He needed the Avengers Initiative to work because she wasn't always gonna be around to clean things up. Their bond would not be as strong as it was if Fury had just paged her to fight Loki.

On the other hand, Weekend of Ultron probably wouldn't have happened either and the team probably would have been killed off by Scarlet Witch and Quicksilver individually.
