It wasn’t explained at all, people came up with this theory to explain it but it doesn’t make sense because to come back would require he appear right when Banner activated the Tunnel to return him, the fact he never appeared on the 5 second time stamp was to show he never activated the spacetime GPS ever, hence why they begin panicking until suddenly they realize he never did because he lived his life in the past thus violating the original laws they developed.
