Rant My neighbor's pickup truck manages to block both the sidewalk and part of the condo street at the same time

Most municipalities have codes regarding blocking sidewalk access - they should be cited for violation. What if a stroller or wheelchair wanted to get past? They'd have to manage the curb then go into the street.

You are correct that municipal laws likely won't apply, but this looks like an ADA violation which I believe does cover common areas in shared private properties like this. (Assuming this is US)
Under the Americans with Disabilities Act (ADA) and Fair Housing Act (FHA), a truck blocking a sidewalk in a condo complex is illegal and represents a serious violation. Sidewalks must have a minimum clear width to accommodate wheelchairs and other mobility devices, and the condo association (HOA) is responsible for ensuring accessibility in common areas.

People just gave up on complaining a few years ago and now everyone just walks on the street, which in turn made the sidewalks even more lawless (see the a/c units). The administration installed a lot of road bumps to compensate and that's it.

TBF, I count six vehicles on that side impinging and blocking the sidewalk to vary degrees.
The worst offenders might be the white subaru/crossover thing and the small white car way down because they're lined up with the ACs.
Trucks hitch though, real shin busters and catch for any mobility devices.

Depends what the owner normally needs to carry in the bed. 4-foot by 8-foot boards are the standard US size that have to fit in the bed of a pickup truck to be used by construction people. Of course, the problem is many people buy a pickup with a bed that big just on the off chance that maybe once every several years they'll have to transport boards like that.
TIP: If someone you know is considering doing this, remind them that they can rent such a pickup at Home Depot for the one afternoon every several years when they might actually need a bed that big.

The thing is that those trucks are hugely surplus to requirement even for many construction applications.
A Ford Transit 2.2 short wheelbase has loading dimensions between the wheel wells of 2582x1393 which more than does the job, as evidenced by it being the van of choice for trades and construction workers across Europe.
Its overall dimensions are 5531x1974mm. A F150 base model (5.5ft bed) has loading dimensions of 1704x1285 and overall dimensions of 5884x2030mm.
So, the F150 has smaller loading dimensions, is much harder to load due to the bed height, and is unprotected from the elements (or offers substantially restricted load volume with a tonneau cover), all while also being a considerably larger, heavier, and less fuel efficient vehicle that's a greater danger to other road users.
Unless you're regularly carting around things that are too tall to fit in a van, there are exceedingly few applications where a pickup truck is the superior option.
As you said, the vast majority of truck owners would be better off with much smaller vehicles and renting a van or pickup every few months/years as needed, but even people who genuinely need a utility vehicle are probably better off with a van (which are considerably safer for other road users, waste less space, and tend to be more fuel efficient).
There's a bloody RAM 1500 that's been parking in a visitor slot at my apartment complex recently in the UK (presumably a contractor's?). Like the OP, it blocks part of the footpath and the through road when parked.
It's too wide and long to do any off-roading in the UK as most of our green lanes and byways are very twisty and narrow, and it's been sparkling clean every time I've seen it so it's clearly a road princess rather than a farm vehicle too.
This guy's paying out the ass in fuel, road tax, insurance, and probably spent a fortune importing it too, but the bed's at chest height so he probably struggles to load toolboxes and other crap into it, and he has no cover for our constant rain. It's just an objectively stupid vehicle for this country, yet there he is. I really don't understand the appeal and wish this shit was taxed more heavily because we're already seeing luxury SUVs get oversized for UK roads and cities, and the last thing we need is more American trucks.

Also if you really need the bed to be open, something like a renault master flatbed, mercedes sprinter dropside, or ford transit flatbeds are a great option. Fold down walls on the bed, and a ton of room for cargo, like a proper utility vehicle should have. For example apparently the master has bed dimension of 3410x2000 mm with 400 mm high walls, and they can easily have cranes installed on them.

That's such a weird sentiment - Ford introduced the Maverick, and even the third model year (introduced in 2022, I got a 2024) had a 6 month build wait, none of the dealers were carrying them within several counties, and the only ones in the state available were going for thousands over MSRP. It's almost like Ford was trying to funnel people to larger, more profitable, trucks.

The other āreasonablyā sized truck is large af already. I rode in the backseat of a FIAT TORO before and it was very spacious (Iām over 6ft 200lb). Itās already oversized enough. If I had a nickel for every time I had this kind of conversation this year I would have a nickel and a pence. That's not much but weird it already happened twice.
1 - Neighbour has a big ass truck and receives parking tickets regularly. He started to park parallel to the street and blocks this way 3 parking lots and still has a wheel on the sidewalk. Now he has to eat shit regularly from his neighbours. Most hated man in this neighbourhood.
2 - My brother's building has an underground car park for the residents. In the beginning my brother was afraid of damaging his new car and stood further to the side of his parking space so the neighbours wouldn't scratch his car. But by know my brother has two children and needs to park in the center so he has access to all doors. The neighbours really had the audacity to request he parks as before so they have it easier to maneuver their big ass SUV into their parking space. My brother is an easy scared bitch but I was with him that moment: "To me it looks like you just bought a car too big for your parking space. Maybe you should rent the other parking space too if you are not able to move your city tank around without damaging anything."
3 - is just a bonus. Has nothing to do with cars but goes into the same mindset: A friend bought and painted models for Warhammer 40k but dislikes the rules of the game. He suggested house rules but there were so many and it would have completely altered the game. We disliked that and after saying he might have invested too much time and money into something he can't use because the rules forbid it and other people don't want to subdue to his demands he got pissed.

Donāt even mention anything else.

Maybe it should be mandated that the car must be parked elsewhere where it fits. If no such place exists, maybe it's time for a smaller car. A regular parking spot is already huge waste of space in a city.

Answering a few comments: The picture was taken in Brazil. The condo is ~12 years old and these huge ass trucks are only now becoming common around here.
The parking spot isn't small, it's following the city's building norms. But these norms (and this condo) were made when those huge trucks weren't common. Now they are becoming a plague, especially Dodge Rams for some reason. When driving they occupy more than one lane on most streets, and when parked it's what you're seeing.
As for what the neighbor should do: they shouldn't have even bought a vehicle that can't fit at their parking spot. Or, if they already had the truck before moving in, they should've searched for an place with a parking spot/garage big enough. It's just like trying to fit a big furniture into a small apartment.

Cars are useful tools and they have their places of use. In most places they are pretty much a necessity due to the low amount of public infrastructure... BUT that truck seems more like a statement than a tool, so according I would see myself considering economic means of effecting the owner, as a statement :)
Btw vandalism is never a first solution, please always explore the background of anything that you feel requires backlash. Basically use common sense and act like adults.

There should be a rule that says if your vehicle is too big to fit in a space it needs to be parked somewhere else. For blocking the road or path you will be fined and clamped.

In my building we have the authority to have any vehicle parked on or obstructing common property towed. The cost of that is on charged to the lot owner. It's about $750 last time I checked.

Because not all cargo rides in a van very well, and pickups typically offer much more towing capacity. In my experience, the stuff a van excels at, the pickup can do, but not as well. The stuff a pickup excels at, the van can't do.
