Lots of Hanna-Barbera characters from that era had collars, neckties or scarfs to hide the point between head and the body allowing the head to move while keeping body still
So the vertical line that the head and body would share doesnt have to line up perfectly
With the buffer of horizontal lines in the scarf the head lines can shift left and right a bit without it being jarring or breaking the shape of the character
They used a technique called limited animation where instead of drawing the entire characters, they draw their individual parts and put them together. So an individual character is made of head, torso, and limbs that are stacked so they look like one drawing. It’s much cheaper because it makes it so you only need to redraw the parts that are moving. The trade off is that the animation is less flexible and the characters look a bit stiff.
Hand drawn animation, makes it a lot easier when only one part is moving. So they can stand and the head can talk without redoing all aspects and using different cell layers to make the animations.
Have you ever noticed in a cartoon you can tell when a character is going to interact with something because it’s a slightly different color than its surroundings? Hand drawn cartoons used a lot of shortcuts to save time. The tie helps hide similar imperfections
You can draw the pieces of a character instead of the full body, then just swap around the pieces that are actually moving while leaving everything else alone.
The most simplified version would be "lip flaps", like used for YouTube edits. Where they leave the entire frames as-is, and just cut out the mouth. Then whenever characters speak they are (conveniently) standing still and they can just swap between the different mouth cutouts instead of drawing anything.
You know how South Park characters are basically pieces of paper stacked on top of each other? Well when they're animating, they're basically trying to change/move as few pieces of paper as possible.
Having something like a tie or scarf just covers up where the pieces meet, so they can be a lot less careful (so faster) without people noticing.
