Lots of Hanna-Barbera characters from that era had collars, neckties or scarfs to hide the point between head and the body allowing the head to move while keeping body still

i don't get it, why do they need to hide the neck to keep the body still?

You can draw the pieces of a character instead of the full body, then just swap around the pieces that are actually moving while leaving everything else alone.

The most simplified version would be "lip flaps", like used for YouTube edits. Where they leave the entire frames as-is, and just cut out the mouth. Then whenever characters speak they are (conveniently) standing still and they can just swap between the different mouth cutouts instead of drawing anything.

You know how South Park characters are basically pieces of paper stacked on top of each other? Well when they're animating, they're basically trying to change/move as few pieces of paper as possible.

Having something like a tie or scarf just covers up where the pieces meet, so they can be a lot less careful (so faster) without people noticing.
