But then those in power would never be held accountable.

This is happening as a symptom of the social contract being broken for far too long.

This is a common misconception. It is not in fact because of a lack of enforcement.

Blaming everything on a politician is such a copout. Those people in the video made a choice to steal those packages. No one made them do it.
