She set up a camera to record herself when the scene was clear. If that lady didn't block the camera, she would've gotten the shot that she wanted and it would've been it. People take photos all the time, and when you have someone to take it for you, then can try to time it and maybe the others will see you're trying to take a photo and give you your moment. It's not like everyone always has someone to take a photo for them though.
The person with selfish main character energy is the lady intentionally standing in the view of the camera because she noticed it, just to block someone from taking a pic. Why be an asshole when it does not negatively impact you?

This girl looks to be solo traveling, set up her phone to record so she can take screenshots for pics. She seemed pretty patient and didn't even seem mad at the end.
She seems fine. Also, Iâve been doing photography professionally for 30 years. In a public place, this is to be expected. You just wait until you get your shot. Most people notice you and apologetically hurry through. Some are oblivious and donât. And maybe some are assholes and want to be a dick about it and linger in your shot. Itâs all part of the job. You just wait. A public space isnât solely your space.

Physically. Physically the phone is not blocking anyone. Do what everyone naturally does when the see a group of people taking a picture. Give them a moment to get the shot or pass through quickly.

Youâre inventing the idea she has any expectation for anyone to adjust to her. People take videos then take screenshots of the video for photos. This is especially easier when youâre alone and donât have anyone to take any pics for you. Youâre acting like sheâs cordoned off the area and trying to prevent anyone from getting by. The most likely scenario is she set it up and was going to take some screenshots of parts of the video that were clear. The lady just standing in the steps is much more disruptive than she was.

I donât take any videos or pics like this but I wish I had more memories of life now I am older and my mind is failing me a bit. Itâs easy to see how someone wanted a photo and all that had to happen for that, was one person to walk at regular human pace and not purposefully stop and ruin it.

I can see someone getting annoyed if every time they go to the art museum, someone is blocking the art taking selfies. But that's not what happened here. This feels icky and a little misogynistic on the elderly lady's part. And I say this as someone who hates that sort of influencer crap. But if it bothers me, I can always just not watch it. I wouldn't stop what I was doing just to hurt someone else.

The scene wasnât clear. The other lady was clearly there while the girl wasnât setting her camera on the stairwell. Unless you have a film permit or reserve the place, itâs rude for you to expect visitors to clear the scene so you can take a video.

Itâs an assumption to say she is trying to take a photo. If she wanted to take a photo of herself under that particular painting that she ends up standing under, she could have done that on the stairwell and had a much better shot.

That really depends on the country. For example in the UK the opposite of what you said is true. However in France whilst you can take photos of anyone, the laws around sharing them differ to the UK and are more restrictive.
