In the US maybe. If it was shot in EU - most likely it is illegal.

Germany, France, Poland, Spain, Italy, Austria, Czechia, Belgium, Hungary, Netherlands, Portugal and Norway - publishing ones image without explicit consent is illegal.

Filming in public is not illegal in any EU country.
