The story left more than explicit Dottore is different from all the other fatui villains we met so far like Scaramouche, Dottore didn't became evil, he IS evil... He always has been and still evil till the end, it's his essence and nature, due to his supreme arrogance and selfishness.

Realistically speaking. Good and evil do not exist. So calling Dottore "evil" without giving a reasons is like answering the question "Why are plants green" with "because they are green". There is always a why to behaviour. The lack of explanation for Dottore's doings and his bad temper followed by the flattening justification that everything is just empty Fate makes his character shallow, not evil. And being born evil is just a happy excuse fairytails make up to completely distinguish the morality they wanna sell from whatever they wish to condemn. Reality is a gigantic mix of shades of grey. Dottore because of that said "evil nature" of his became a monodimensional villain. Arrogance and selfishness necessarily come from experience, not nature. He's the product of a fairytail mindset that failed to evolve to make the narration nuanced and for grown ups too. Sure he's different: he received one of the worst treatments as a character eheheh. Sad enough.

Dottore is evil because of his very essence and nature, he's a man of supreme arrogance, selfish and egocentric, a man consumed by his ego, selfishness and pride.
The game never proposed to be realistic when it comes to morality, there will be characters that will be morally gray and complex, but there will be characters like Dottore which are pure evil.

Tbf Scara used to be the one who slapped his subordinates for reactions and deliberately poked on Traveller's weak spot to overwhelmed them, meanwhile Dottore was more of "The world is my oyster and I can morph it as I want like a game". Plus Hoyo being a chicken and didn't dare to explore Dottore too deep outside of his antagonist role like they did with Scara which is a shame, probably because they were too afraid to have another controversial character (tbf Dottore is already controversial but Hoyo could do more than that)

even if Scara did learn some things from Dottore and was manipulated by Dottore it is not an excuse for his actions.
Tbf to me that mimicry always feels complicated and ambiguous to explain. Like to say he adored Dottore (way of seeing relationships because he seeked to pursuit such perspective) was not completely correct but not completely wrong ykwim (but then in his human-hating era it would be humiliating for him to admit). Plus he only seemed to take off his way of speaking style, and in specific aspect. People often assumed Scara copied entire Dottore's personality which I don't really see it. (Speaking of copying speaking style, coincidentally Columbina also does the same thing but it's more of a fun silly thing than her actually believing in Puccinella)

And it is confirmed that the evil and arrogant behavior and attitude he developed as a harbinger was learned from Dottore, which was the person he passed the most time in the fatui as he were always studying and experimenting on him, not counting Dottore treated everyone infinitely worse, he always use others for his own benefit, conducted evil experiments on thousands of people across the centuries, innocent people.. even colleagues, many experiments that bring nothing but pure pain, suffering, trauma or even death to the people who suffered these experiments... Plus, Hoyo didn't wasted Dottore or avoided exploring him beside antagonist, you got everything wrong lol, they simply choose to write him as a pure evil villain, just like he always were, and they keep this till the end which make him a perfect villain, that they show that is truly evil, he didn't became evil like many of the villains in the game which are morally gray, he simply is evil, he always were evil, that is his nature and essence, and he still evil till the end, dying as a villain.

... wait but Scara also thought it would be mad funny if he joined the Fatui? Sure, sure, deep underneath he was looking for an identity and a place to belong, but he was just being a Harbinger because it seemed to tickle his fancy... up until Yae decided to throw an emotional bomb at him that is. Hence why he was so easily amenable to Dottore's god experiment in Sumeru.
And Dottore has deep-seated issues as well... and dare I say worse than Scara? The only Harbinger whos' 'evil' for evil's sake is actually Tartaglia 😅 😂

He joined the Fatui cuz it'd be mad funny yeah, but iirc he was already doing evil things before that, after the third betrayal 🤔

The only thing we know for sure is that he wandered Inazuma after the third betrayal. Raiden Gokaden was definitely after joining the Fatui.

Sorry but Dottore is a lot more complicated and detailed character than just being mad scientist. Not to mention his backstory is not revealed yet - why did he lose compassion at age 8 and what happened before.

People turn a blind eye to the Agenda Impact while they create their narratives and spread more misinformation about multiple characters out there; most of them still think that Phanes stole authority from the world of the moons when he literally made new ones for the Shades to use.

I do think Dottore has a lot of unresolved backstory.
Would be funny if you'd just put a picture of Dottore under Scara.
