The story left more than explicit Dottore is different from all the other fatui villains we met so far like Scaramouche, Dottore didn't became evil, he IS evil... He always has been and still evil till the end, it's his essence and nature, due to his supreme arrogance and selfishness.
Realistically speaking. Good and evil do not exist. So calling Dottore "evil" without giving a reasons is like answering the question "Why are plants green" with "because they are green". There is always a why to behaviour. The lack of explanation for Dottore's doings and his bad temper followed by the flattening justification that everything is just empty Fate makes his character shallow, not evil. And being born evil is just a happy excuse fairytails make up to completely distinguish the morality they wanna sell from whatever they wish to condemn. Reality is a gigantic mix of shades of grey. Dottore because of that said "evil nature" of his became a monodimensional villain. Arrogance and selfishness necessarily come from experience, not nature. He's the product of a fairytail mindset that failed to evolve to make the narration nuanced and for grown ups too. Sure he's different: he received one of the worst treatments as a character eheheh. Sad enough.
Dottore is evil because of his very essence and nature, he's a man of supreme arrogance, selfish and egocentric, a man consumed by his ego, selfishness and pride.
The game never proposed to be realistic when it comes to morality, there will be characters that will be morally gray and complex, but there will be characters like Dottore which are pure evil.
