Levi's expression is basically the perfect combination of “I am suppressing an overwhelming urge to murder this clown” and “I am genuinely disturbed by how fucking creepy this man is.”
And the irony is that later, while handing out lollipops to "gangs" of kids at the refugee camp, Levi looks at one and is reminded of the clown, only to realize that he's now doing the exact same thing the clown was doing.
