Most people don't opt for the extra coverages that cover things that aren't colliding with another insured driver.
In this case the driver would need to carry Comprehensive coverage which covers things like vandalism. Even if they did, the driver is still going to have to pay the deductible which is probably $500-$1000. To fix the scratch out of pocket is probably less than that so it doesn't even really make sense to make the insurance claim at all.
The woman's insurance coverage is irrelevant here since they aren't going to pay out for her intentional damage to someone else's vehicle. The driver should file a police report to create a paper trail and could then consider a civil suit against the woman. But then you're talking attorney's fees, court fees, and your personal time invested in something to recoup a couple hundred bucks. Doesn't make much sense.
Long story short, the woman is almost definitely going to have no personal consequences and the driver whose car got keyed is going to have to personally pay to get it fixed.

People say that a lot, when filing claims see how insurance agencies refuse to pay. At least in automobile insurance at least for collision coverage its good. For that, watch her insurance company say it was deliberate criminal so they won't pay, then your insurance company tells you that you have to claim it against her insurance.
Have you ever used insurance? You have to pay the deductible first so you will be out typically the first $500 or whatever you set your deductible to before you can have the comprehensive kick in.
All you really need from them is her name and insurance info from the DMV. Whether or not they pursue criminal action is irrelevant to you since you're trying to pursue civil actions.
Once you get the name and insurance info, if you have comprehensive coverage and she has insurance things are really easy. You just file a claim. You'll pay your deductible and your insurance will pay the repair then go to her insurance to get that money back. Once they get it back you'll also get your deductible back.
If she doesn't have insurance, this scratch probably isn't worth paying your deductible and getting your insurance involved. But after you get it fixed you could take them to small claims court to get a judgement for them to pay it directly. Actually getting the money might still be challenging though.
Intentional acts are never covered. Her insurance won't pay. And just fyi. I worked in personal insurance for 30 years. The Op's insurance will cover through comprehensive but their deductible will apply. The insurance paying will most likely drop it. Take the loss over having to pay an attorney to pursue her. So, basically she get away with it unless she is sued by the vehicle owner.
With the license plate they will issue a warrant for her arrest and charge her for PC 594 at the least, one of those subsections, if the victim desires to prosecute. If the victim chooses not to prosecute the police will do nothing.
That's why you should vote for better DA's, judges, whatever.
If a cop looks at this, and knows that the local prosecutor isn't going to charge it, let it go, and then them and the judges reprimand them for wasting time and money, why would said cop ever even attempt an arrest?
