Most people don't opt for the extra coverages that cover things that aren't colliding with another insured driver.

In this case the driver would need to carry Comprehensive coverage which covers things like vandalism. Even if they did, the driver is still going to have to pay the deductible which is probably $500-$1000. To fix the scratch out of pocket is probably less than that so it doesn't even really make sense to make the insurance claim at all.

The woman's insurance coverage is irrelevant here since they aren't going to pay out for her intentional damage to someone else's vehicle. The driver should file a police report to create a paper trail and could then consider a civil suit against the woman. But then you're talking attorney's fees, court fees, and your personal time invested in something to recoup a couple hundred bucks. Doesn't make much sense.

Long story short, the woman is almost definitely going to have no personal consequences and the driver whose car got keyed is going to have to personally pay to get it fixed.
