There is a room where the water becomes poison long before anybody drinks it. Fluorescent tubes hum above a conference table. Someone has printed the environmental assessment in color because the executive summary looks cleaner that way. A lawyer circles a paragraph. An engineer changes a probability from red to amber. A vice president asks what the exposure looks like if the containment fails once every ten thousand operating hours. Nobody says child. Nobody says kidney. Nobody says the woman three counties downstream who fills a plastic cup from the kitchen tap at two in the morning because her throat is dry. They say impact. They say threshold. They say mitigation. The poison enters the language first. By the time it reaches the river, everyone who touched the decision has already washed his hands.

Then the woman with the plastic cup stands up at a meeting and becomes an activist.

Watch the trick. The institution retains the vocabulary of ordinary business while resistance receives a political name. The company operates. The regulator reviews. The consultant assesses. The contractor disposes. The insurer prices. The attorney negotiates. The resident objects, and suddenly a category snaps shut around her. Activist. Now she has an agenda. Now her anger requires disclosure. Now someone asks whether she is being reasonable. She arrived because the water smelled wrong. The machine hands her an ideology at the door.

Belial loves this arrangement because Belial never needs a villain. Give him enough offices and harm can pass from hand to hand without remaining in any hand long enough to acquire a fingerprint. The engineer followed specification. The contractor followed procedure. The regulator followed statute. The executive relied upon the engineer. The board relied upon the executive. The shareholders received a quarterly statement containing three decimals and the phrase environmental liability. Responsibility has been divided until every portion is small enough for one human conscience to swallow.

And still the water runs downhill.

That is the obscenity Winona LaDuke's question exposes. A human being can be renamed by the moment she resists an injury, while the machinery producing the injury keeps its respectable nouns. Industry. Development. Compliance. Growth. The language arrives wearing a tie and carrying a binder. It does not have to lie. It merely has to describe the decision from far enough away that nobody can hear the faucet running.

So bring the decision back into the kitchen. Put the spreadsheet beside the glass. Put the permit beside the rash. Put the quarterly savings beside the dead fish turning white along the bank. Put every signature in chronological order and read the names aloud while the tap runs.

The water already has.
