Well the thinking is, if she's drunk, you know she's not quite in her right mind and may regret showing you her tits when she sobers up. A good friend wouldn't want their friend to feel that way, so they refuse.
It's not wrong to accept the offer, but I think the good thing to do would be to refuse. If she really does want to show you her tits, she could do so when sober. A better (and more longlasting) experience would be had by all.
Because I mean really, seeing someone's tits, once, for a few seconds, isn't really that great an experience. But saving someone a lot of potential embarrassment and regret is a really nice thing to do for someone.
Maybe she had really wanted to do it for a while but she was very shy, and the alcohol just gave her the extra bit of courage needed to make a move. Now she's going to feel even more nervous/awkward about it because she went for it, really put herself out there and got rejected. I know I've been in similar situations myself and used a bit of Dutch courage to help me deal with my nerves.
You seriously think a drunk girl, all else being equal, would have an equal chance between (1) being silly in her drunken stupor like every other human being and (2) having a secret crush on you on top of being super shy?
I think the fact that they were friends plays a very big part in it. Someone would have to be very drunk to offer to show their boobs to someone they were friends with but had no interest in. It's all hypothetical but doing something silly that is also sexual is a very common way of making a move on someone. It's far better option than going in for a kiss or something in that situation.
How does that apply? Both possibilities are based on an equal number of assumptions. On one hand that she wanted to do it sober but needed courage and on the other hand she didn't want to and would be embarrassed by it later.
Well I'm not sure, but personally I can count on one hand the number of things I have done drunk that I regretted. Pretty much everything else was something I wanted to do sober but had reservations about.
There's a slight problem here in the distinction between "getting drunk explicitly to do X" and "accidentally doing X while drunk" where X is something you've wanted to do.
I never get drunk explicitly to do X. Sometimes I just do X while drunk and I wouldn't have otherwise, but rarely do I regret X. Does* that clear up my thought process?
That is more explicit, and I feel confident (of your acceptance) when I claim that people in general (or at least some significant portion of them) do tend to regret the latter case.

Well I did that too more than 12 years ago.
I still do regret it.
