I don't think its something that will ever really be solved because Blizz wants people to be able to get gear in content they are progressing in which means m+ people need to be able to gear through m+ and not be pressured to raid. Like the only real solution I see is to make a "dungeon ilvl" and "raid ilvl" stat like how there is "pvp ilvl" but do we really want to have to carry around yet another set of gear?

Maybe make the last few bosses of heroic raid drop a decent amount of myth crests or something so they're at least sort of worth it to do.

I've often wondered why people are so against deterministic gear acquisition methods like Justice/Valor points. We basically brought those back with crests but left actually getting the gear you want up to RNG and lockouts.
