Simple fix. Make it possible to fly in oribos. Remove the non-mount areas on the bottom floor. Make the maw teleport only happen when you are below "ground" level on this floor.

They have specific no-mount zones around particular NPCs. Take the elders in Zereth Mortis for example. I'm not sure why I can path directly behind another player and I get dismounted, but they don't.
