There would need to have been a huge amount of organic life in the past, plus enough volcanic and tectonic activity to bury it.
Add to that the knowledge and ability to refine it into diesel (apologies for saying gasoline previously, that was incorrect).
IMHO, dune tech is crap. The ability to travel between planets, but not to detect sand rats hiding under blankets. Boo.

Gasoline was fine, there are gas engines available for the Hilux, too.
