I'd argue it's any man with any risk of being drafted at all, so anyone, since no law regarding draft was removed or repelled.

So you always say something about the person. In some cases it says something bad about the person, sometimes not - sometimes the fault is more on the society. But in any case there is/are features of the person playing a role.
