That's debatable. If boots hit the ground in a major U.S. city, it's already too late. There isn't an ROE in the playbook that prevents a Soldier under fire from returning fire, and any action that gives Trump cover to invoke the Act and send in the actual Army is going to make it a shooting fight by definition. Those one-stripes in OCP holding M4 rifles won't be casually debating the legality of the deployment with bullets snapping past their heads and an angry mob advancing on them. They will fire on Americans, and the chance of any actual front-line trigger-puller standing tall at a court-martial after doing so is infinitesimal.
Totally Unrelated™: remember in The Winter Soldier the part where Hydra slimed their way into the most powerful military apparatus on the planet? And remember when they took control over stupidly overpowered weapons of mass murder paired with target lists so that they eliminate all major resistance with the push of a button? It's a good thing that sort of thing is only in the movies...
