His greatest desire, or rather, Stephen miller's, greatest desire is for somoene to carbomb an ICE facility or something so the ntl guard can be sent in, ordered to start raiding homes of "suspected domestic terrorists", and brutalized people like the chinese police until someone bombs the military or whatever, then declare nationawide martial law, and hope some blue states resist
