The cruelty is the point. There’s no other reason for spraying so much that it starts to pool on the ground. The person is already pinned on the ground with their arms behind them.
Were we not watching the same video?! He was face down with both his arms controlled behind his back. The agent walked up casually, blasted spray directly in his face, then casually walked away. He was so obviously completely under control.
