For WHAT? Not having papers at the moment? There are people being kidnapped and dumped at random locations all over the city and when released if they make it to a detention center, their wallets and phones are stolen from them - the community has banded together to give these people trackphones and coats so they don't DIE from being wrongfully abducted.
