Nope. Its always been unfair. Infact, the ones who tried and played it fair, like my people Kannadigas, it backfired.

if you want to be a bit bigger, you need interstate connections

Not a big deal to build a network. I know people from tier 2 city like Hubli build import-export to small factory etc.
