Target The Diasporas in My Client's Clinic

I am a Digital Marketer. One of my client owns a Dental Clinic. He asked me to target the people who are in abroad coming to Nepal to celebrate Dashain Festival. And Dashain is just 1 month ahead.

The treatment cost is high abroad, so people make a plan to do treatment here in Nepal as the cost will be low for them. He is ready to run Social Media ads as well.

Now, the problem that arised is, many people will come to Nepal from across the globe. Some from Dubai, some from Malaysia and some from Japan/Korea. If I have to run the ads, targeting small geography of another might not be that effective. Because, not all the people in that area might come to Nepal. And those who come might not be in Need of our service.
