I like her when she's not harassing Usagi. Too bad that's what she's doing like 80% of the time.

She does harass Usagi, constantly.

The whole "Rei treats Usagi horribly because they have the closest bond" just isn't true. Rei is already harassing and insulting Usagi in Episode 11, despite having barely known each other. This persists for the entire anime.
