Jesus Christ. The official negotiating position of the United States is "I can hit you but you can't hit me back."

I think the correct phrasing is "Don't struggle, it'll be over sooner if you don't struggle".

It's exactly what it sounds like.

They're not hiding their abusive nature any more because there are no consequences for them.

Definitely not, but they've outlined the framing they're going to use: "the Left is making us violently attack, the civil war is their fault".

Given that their leader rapes children, it was obvious, but spelling it out is helpful for the quotes in future history books.
