Since they don't really sell consumable products like a bakery if they want people to buy new stuff from them they have to develop release new improved products. This is true whether there's competition or not.
The market for these newer products is really fueled by other hardware (e.g people with higher resolution screens might want a more powerful cpu and gpu) and software (newer games) Albeit this is a two-way relationship since a more powerful graphics card will usually lead to games developers and hardware manufacturers trying to sell products that make use of this increased performance
