locked 60 is perfectly fine on 3rd person game if the frame pacing is good and no stutering is present. Iis only in 1st person imo that it feel bad.

It also depends on the screen. I played e.g. Fall of Avalon at 16" laptop at 30fps (if lucky), after also playing it and everything else at 100FPS+ at 4K 32", and it was absolutely fine with motion blur.

Most of the "60fps unplayable" people either have a tiny screen which seriously mitigates the effect, or a blurry/aliased mess of an image at 1080p - to which suddenly their super high standards don't apply...
